The Presentation styles can't be "applied" to an element, only modified to update the formatting of presentation objects. So is the enhancement request: "Make it possible to apply an Outline Presentation Style to any paragraph" ? In which case, I think it would break the concept of Presentation Styles and I'd vote for won't fix, and redirect you to proper paragraph and list styles support in Impress: bug 152654 and bug 152653.
