Could you please retest in an actual version of LO (7.6 or 24.2) and also in
SafeMode (Help -> Restart in SafeMode)? Is the bug still present there?

And I also have one further question: You write in your description that image
is anchored "as character", but within the steps you write "to character". So
what is correct?
I've commented in English, because that's the standard in bugzilla. No problem
