I have done a quick Bugzilla search, and I did not see anything that
looks quite like the problem you report.

If you would be good enough, it would help if you file a bug
report.  Our Bug Submission Assistant is at
https://www.libreoffice.org/get-help/bug/.

It will be helpful if you attach
(*) the Excel file in which the problem appears
(*) screenshot of the Excel formatting dialog for the cell in question.
(*) screenshot of Excel showing the cell where LibreOffice screws it
    up.  I think this screenshot will show the formula in the formula
    bar, right?  (It has been a while.)

Please add me (lo_b...@iseries-guru.com) to the cc in the bug report.

So, in the bug report, put keyword "regression", as well as mentioning
this in the description.
