Basically, you should build them against the codebase for the same version as you would use in production, otherwise there is no guarantee that they will work with other versions. On the whole, you shouldn't need to worry about minor version differences, i.e. a connector build against the 4.2.1 codebase should also work on any of the 4.2.x range, etc, but YMMV because most devs don't check whether their code changes in other areas of LO affect the building and functioning of the connector.
