The default has been, and remains so with the new BZ instance, that when you comment--the CC List: "checkbox" to "Add me to CC list" is selected by default--you have to specifically exclude your BZ account from being added to a bug. And, as you revisit bugs that you on the CC list (while logged-in) you will see a count of CC users "including you" if you are on the CC list for the bug. If it doesn't show you as on the list, and you are not the Reporter, you will NOT receive update notifications for that BZ issue. That is consistent with the old FreeDesktop BZ as well as the new Document Foundation BZ tracker. Looking at the history for bug 79381, it looks like I added you after your comment, 2014-06-15 17:59:09 UTC , so no mystery there.
