'Close' is just another status, so if you can change any bug to NEW or NEEDINFO you can change them to CLOSED as well. However, it depends on the bug's workflow. Only RESOLVED or VERIFIED bugs can be set to CLOSED afterwards. In order to set any comment as spam, you just need to use tag 'spam' in that comment.
