Believe Frames are much more deeply integrated in writer than the other draw:shapes. Evidenced by handling of Frames in Navigator where you'll see Text Frames, and Draw Objects. Yes two Frame objects can not be grouped together, believe they are intended to be unitary to their anchor and used as fundamental containers for layout.
