Even when the dialog would offer an option to remove the list entry the workflow is awkward. Files that cannot be opened should be disabled. Removing needsUXEval, proposing easyHack. NEEDINFO for the codepointers. But the challenge is that you have to check the accessibility when the menu is being opend (or the start center). And there must be no delay.
