The dialog *has no scroll bar* like other things which have off-screen content, so it is not obvious that there is anything more to see; and the OS provides no border or resize handles/corner indicator because it is a modal pop-up. Why not make pop-ups always large enough to hold all their content? The limitation is available screen size, which "in general" could be quite small, for example in a Virtual Machine the user can make the virtual desktop any size. Currently LO's pop-ups and menus are not usable if the screen is too small to contain all their content. The exception is in Writer where tool-bar drop-downs now auto-cascade very nicely according to how wide the LO window is. However the primary menus (File, Edit, ...
