I'm fine with > that. As Telesto pointed out it's the only straight-forward solution in case of empty documents if we disable the type of anchor in empty paragraphs. The alternative is to accept the current situation, which is more or less clear as Mike explained. If the anchor symbol would become a "pointy anchor" it should be easier to understand.
