Issue is that an imprecise click-hold of the scrollbar thumb can too easily change selection of the active slide in Impress (or page in Draw). For Presentations (or Drawings) with more than a few slides it can be very disruptive to have to reidentify and position to the slide (or drawing page) you were working on.
