Here scroll bar behavior comes from os/DE.

Adjusted when a LibreOffice Appearance theme is enabled.

Go to Tools -> Options -> Appearance and install an appearance theme, then
check enabled the 'Enable application theming' and restart.

But on Windows you can use either the 'Always show scrollbars' System setting,
or control the scrollbar via registry to set width and or color.

Alternatively you can apply a Windows 'Contrast themes' that will pass those
os/DE values through to LibreOffice, setting the always show and flattened
color scheme supporting high contrast a11y needs

Nothing to enhance here.
