We discussed the topic in the design meeting.

The root notes without pages are indeed not nice. Ideas to solve are:

a) show a blank page
b) jump to the first page of the category
c) list links to the sub‑menu items
d) provide a selection of option from the category

While a) to c) have little benefit the "curated set of options" is tempting in
face of bug 90989. For example, the general LibreOffice category could show 
* First/Last name
* Extended tips
* Macro security
* Appearance (without customization)
* High contrast (from the a11y page)

The options dialog could have a switch between (o) Basic ( ) Advanced that
toggles the child nodes on or off. This solves the issue here en passant. =>
