I see no reason to bind the existence of spaces/tabs to a paragraph style. IOW,
the current behavior is correct and the documentation wrong.

The OP's issue of disappearing tabs sounds like something that happens to many
user (formatting a document with spaces and tabs) - and in an ideal world we
somehow tell the user what has happened (for example via infobar).
