The tooltip is "New Style from Selection" but I suggest to simply go with "New
Style"; the label is only relevant for the customize dialog.

I'd pick Document. The command needs a short ContextLabel, ie. the current New. 

The longer label would be shown on the Notebookbar. Acceptable IMO.
