My rationale is as follows: We use CF on data that may change, or at least data whose value or interpretation depends on other data elsewhere. If the data was fixed and self-contained, we would just apply a non-conditional style and be done with it. So, the conceptual order of actions (as I think of it as a user) is: * You enter values + do formatting for fixed/context-insensitive cells. * You format cells which are bounded to change or be affected by their surroundings, with SF, DF (maybe) and CF, not necessarily in that order. * You introduce relevant data, which triggers the CF. So, the CF applies "last" - even if technically you can apply DF even later. Typically that's not something I would do. (I can see some counter-argument: Why would you even _have_ the early DF if you plan for it to be overridden? Shouldn't we assume DF is post-CF, since that's the only time it makes sense?) > Or consider it as freedom for the user.
