My limited experience is that *Office.org and other ODF consuming applications tend to accept a variety of graphic formats and silently convert to the one they prefer. I might be only a change of wrapper, I have not dug into it.
But it would be a great exercise at a Plugfest to work through a variety of these cases and see if any cases are problematic or it is a minor tug-of-war among preferred formats of producers with indifference among the consumers. This has some backward compatibility implications, especially wrt vanilla OOo versions, but I consider it the lesser of two evils.
