Yes, comparing the above log with this one http://ci.libreoffice.org/job/lo_gerrit/3220/Config=windows_msc_dbgutil_32/consoleFull I think the difference is that Tinderbox builds don’t do make clean and I think either harfbuzz or graphite need to be rebuilt.
