I presume wrt the work you've done/doing with conversion of menus to xml that its suitable just for menus that dispatch uno commands, I mean something like RID_MENU_APP_PREVIEW in dbaccess might be a plausible candidate for that format, but something like SV_RESID_MENU_EDIT in vcl isn't.
