Then install doxygen. Anything in depends is needed to get the package installed. Just apt-get install doxygen and you're done. What doxygen itself suggests does not matter. I am not talking about eventual missing checks etc, just about the triviality to match "no doxygen found but needed" to "install doxygen". If that is not enough, yes, we'd need to fix something up, but that's a *completely* different story.
