It is installed with the version that you mention. Look for OpenDocument Text (Flat XML) format.
The xslt filters are installed by default now. However, if you are upgrading your LibreOffice, the installer checks what options were chosen the previous time, so if you did not have your XSLT filters installed then, upgrade will not install them either.
