    Add PostgreSQL connection Help page
    
    Related to tdf#43369 where a patch has been abandonned but is
    nevertheless still much wanted.
    
    The db connection wizard is generic and has no information on
    the required connection sctrings. The Help button in the wizard is
    not working as of today.
    
    The issue is recurrent in user-space.
