A seperator makes it easier to split up the version with sed/grep/etc. in
primitive ad-hoc scripting.
see also the comment on using _ instead of ~ as separator (the "Debian git
notation"):

3.X.Y_alphaZ   - for alpha releases
3.X.Y_betaZ    - for beta releases
3.X.Y.Z       - for release candidates
