    sw: document SwFrame::Paste()
    
    It was clear we want to insert a frame, but which frame is to be
    inserted and if that will be before or after the non-parent frame was
    far from clear. Document this based on how it's implemented in
    SwContentFrame::Paste() and SwFrame::InsertBefore().
