changes to distro-config files also should trigger re-running autogen.sh
As otherwise if autogen.input contains a --with-distro-config=foo line
and if that distro-configs/foo.conf get changed, the build won't pick
up the changes unless autogen.sh is triggered manually, and that's not
what is intended/expected.
