'libboost1.54-dev (>= 1.39)' should be in 13.10 (saucy): https://launchpad.net/ubuntu/saucy/+package/libboost1.54-dev So you'll have to find out why apt thinks its a a bad idea to install it ('but it is not going to be installed'). To find out more, one easy step would be to: apt-get install libboost1.54-dev and see what is being complained about (And possibly repeat that with more 'but it is not going to be installed's until you find the root problem).
