If we are scaling anyway, we can just create faux hi-dpi themes by scaling existing icons and simplify the code, they can later be replaced with real hi-dpi icons if they are made available without any code change (it might even be a good idea to do it now, if one is interested in adding a code to automatically select hi-dpi icon themes and not wait until one is available).
