I don't know how the ACP127 plugin is distributed (some parts are
outsourced to military IT industry), but it could be a good start of
point if publicly available :)
It seems ACP127 plugin not publicly available (easily understand why ;),
but there is an XUL plugin called Mail XForms (handles xhtml + xforms)
which could be used together with one from your own, or forked to build
a "dedicated client" on an already full capable (and somewhat
overfeatured) mail+news software.

Also, there are some plugins for strong authentication and delivery
notice (among a lot of others) on the same repository.
I stil know this is not your primary goal (which is full embedded
document with ecmascript) :)
but handling xforms is relatively easy with javascript (need to build an
xpath motor, then few code and it's OK)... rather to push-pull mail by
javascript you will only work on reply document (mail and/or news)
itself (+X-whatever-header: *n -*- or -*- inside body
"XX-whatever-header: " *n first block if not feasible to work on smtp
header themselve on some mail clients).
