Extremely so! It seems that it's affiliated with a private school (EPSI) but honestly, I would like to see more initiatives from European public schools (especially universities) involving free software. Regarding the "open", that's the way to go in schools these days, I'm afraid. I found this recently, for example: http://eduopen.org/en/ I think these initiatives are great, but often "open" means "anyone can join" and not that the materials will be released under libre (such as CC-BY-SA or CC-BY) licenses. This severely limits their effectiveness, as well as the ability to integrate them with existing resources like Wikiversity.
