In many free software programs, there's tens (sometimes hundreds) of contributors who only work sporadically. In others still, there's fifty "drive-by commits" in the last month, but effectively only one person working full-time. So figuring out this is not trivial, and will probably have to be figured out on a case-by-case basis, and effectively rely on "community policing" The Right Thing.
