We have areas on the LP wiki for this. I don't have them to hand, but
searching there should produce them. We also have the gnu-linux-libre
mailing list which is meant for discussion of the kinds of issues you're
talking about among maintainers and contributors of endorsed distros (or
distros applying to be endorsed).
