Yes, but the toshiba power extensions don't add a little lightbulb tab to
the system tray.

Did you install Toshiba power extension for Win2000? As for the icon, go to
Control Panel\Power options\Advanced check always show icon on taskbar. If
you installed the above extension, you will see another tab in this dialog
that let you control the LCD brightness and processor speed on different
power schemes you selected. The icon(a standard Win2000 feature) lets you
select different power schemes just like the Toshiba utility did in
Win98/95.
