The two software are totally different and do different things.

Drive BIOS mapping software like the IBM Disk Manager or Ontrack's programs
provide additional low-level code for the PC to understand how to access HDs

Without such additional software, even fdisk will only see <8.4GB of the HD
even if the HD is >8.4GB in size (eg. like the 20GB HDs people are trying to
get into their Librettos).

Partitioning software like Partition Magic (pay) or Ranish Partition Manager
(free) or Linux partitioning software (free), do an entirely different thing of
creating and managing (moving, resizing, copying) partitions on your HD.  They
do not allow the Libretto to see >8.4GB of the total HD.
