Well OLDER CD-ROM drives used to come with them because some notebooks couldn't power them (my Teac 10x did for instance even though it runs fine straight off the libby). I find it hard to understand why a Cardbus one would need an external pack though given that you'd expect only newer laptops would have Cardbus and that they'd have the appropriate power circuitry.
