Li-Ion chemistry does deteriorate over the years, and if you let any rechargable battery sit, it'll stop working in a few years. 2) Could be the charging circuit - but you can always test by connecting test leads to the Libretto between the battery and system to see if there's any current flowing through. 3) Could be something else.
