The test suite runs libtool half the time, and libltdl another bit, which I think is exactly what is interesting for the performance of the Libtool package, no? It might not be representable for other projects because the compiler is usually fast with the small example sources, but that only means the test suite pronounces libtool time regressions even more than real-world examples would.
