FWIW, my first two ideas are:
If you seed and others don't download at your upload rate you can't do much since they throttle the speed. If you know the person, you could write him an email? :-) If you seed and there are a lot of slow leechers, you could increase the number of possible connections. Still it could have negative impacts on your systems IO. Please correct me if I misunderstood your problem.
