I'm the Fedora libusb maintainer, and as Xiaofan already indicated I was too late with getting libusbx into Fedora for it to make it into Fedora-17. Note that the Fedora 17 packages do have several bugfixes cherry picked on top of 1.0.9rc and that AFAIK there are no important Linux fixes which are in libusbx-1.0.11 and not in Fedora's 1.0.9rc package.
