If you use that, then libusbx will be installed under /usr/local. Did you install the libusb1 development package provided by Fedora? That will usually be install to /usr. You may want to uninstall libusb1 packages if you want to use the 1.0.13 RC2 which will be more recent the ones from stock FC17.
