I think WinUSB version should not be the problem. Please post the debug log (eg: xusb -d yourvid:yourpid). There was a report on Windows Server 2012 that libusbx has problem with device using WinUSB driver. https://github.com/libusbx/libusbx/issues/119 One way to check is to use Zadig to install WinUSB driver to see if then libusbx work or not.
