Hi Josh,

Thanks for the files, but the current policy is that we only add solution and 
project files for the dev env that active libusbx maintainers are using, and 
right now, I'm not aware of any of us using VS2013 or planning to upgrade to 
2013 anytime soon.

This policy stems from libusb/libusbx previously including support for some 
visual studio platforms that weren't tested and were left broken for months 
before we got notified of it (as a matter of fact, I do believe that the MSVC6 
support we have is currently broken -- we just never go a chance to remove it).

Unless you volunteer to test VS2013 on regular basis (at least once a month) to 
confirm that it isn't broken, as well as perform the necessary maintenance 
(clone any changes that may be added to VS2012, such as new samples, options 
being changed, etc) and support (if anyone has any complaint about VS2013, I 
expect you to step up on either the libusb or libusbx mailing lists), I'm not 
sure I want to add VS2013, when the upgrade from VS2012 should do.
