Build without cgroups support started to fail again recently. Do the
following to fix it:

 - Add missing 'partition' arg that was added to the
   virCgroupValidateMachineGroup() but forgotten for the stub
   of the same function
 - Add stubs for virCgroupMakeGroup() and virCgroupNew()
