There shouldn't be any problem. Perl and all it's modules (e.g.,
libwww-perl) are distributed in archive files. Just FTP the archives you
are interested in to the host then follow the directions in the READMEs.
Make sure you transfer in BINARY mode and extract the archives to a
temporary directory somewhere outside the perl tree.
