It is exactly and precisely a field of endeavor. OSD#6 doesn't define "field of endeavor", it makes reference to the idea.
Yes, that's an absurd example, but more appropriate examples of violating OSD #6 would be "Must only be used by endeavors that generate no waste" (e.g. the Subaru factory in Indiana) or "Must not be used by anyone in the fossil fuels industry".
