It can be if you edit a header file (licq_icq.h) and set ICQ_VERSION_TCP to 8 
instead of 6.  However, accepting files/chats that are sent through the 
server does not work yet, neither does reverse handshakes... so that is why 
it is not enabled by default yet.  Everything else does work though.
