no. IIRC that msgbox is product of a privacy setting of the windows icq
client.

this patch, hopefully, makes usable the licq frontend if you try to send a
file to a user that you can't connect directly and his box don't send the
icmp message "destination unrecheable" inmediatly. (or just over slow 
connections)
