How does your workstation talk to the internet?  In my set up, my WS
is 192.168.1.2, and I have a NAT/firewall/router at 192.168.1.4.  In
this set up the world saw me online, but nobody could send me messages
directly, nor file transfers or chats.  I fixed it by forwarding a
range of ports from the firewall to the same ports on the
workstation.  I then defined that range of ports in
Options->Network->Firewall dialog.  Everything is happy now.
