What makes this script create the new ~/.licq/users.conf?

>From what I can see, it prints it out, and that's it.  Or am I missing something
and it actually goes through and creates the new ~/.licq/users.conf?

I guess I could try and run the script and see if that works, but just looking
at the script there, I can't see what would tell it to create the new users.conf.
Or did you not intend it to do that?
