Yap, it means that you should edit the file owner.uin in a text editor, 
the ~ means "the home dir of this user" for example, user dexter has 
home dir /home/dexter witch is often called /~ (as being user dexter) 
couse its quite a lot shorter :p
so ~/.licq/owner.uin means the file owner.uin in your_home_dir/.licq
your_home_dir is useally (read: allways) /home/username
so, if you use gnome or kde (the graphical thing you see now (i hope)) 
try open the icon "My home" or whatever it's called (here with gnome its 
"dexters home").
Its verry possible you DONT see a folder .licq there, just becouse files 
and folders starting with the dot are standard hidden by most file managers.
Okay, so what now? weel if i'm right you should see an address bar above 
all those files, witch points to /home/yourname (or /root, forgot to 
tell ya, that root's home is not in /home/root but just in /root (and i 
recommand you tonot use root for all day work, couse its very easy to 
mess up your system doing that)) and make it /home/yourname/.licq (or 
/root/.licq)
and the __SHOULD__ show up an owner.uin file (if not, look again, then, 
if it still not appears, delete all files, and start licq again)
and you should be able to to edit that file (i guess right click, and 
edit file or something)
there you should see your password, coorect your password and restart licq
and it works now :) (i hope...)
