This looks like some kind of corruption of the command or menu item
you're using to start Licq. Your message came from KMail, so I'll
assume you're using KDE; use the Menu Editor to check what command it's
trying to start Licq with; make sure it's not using something like
"licq -p ��" because that probably won't work well. ;) It should be
using qt-gui or kde-gui.
If this is not the case, I'm not sure what's going on. :(
As to your other problem...

Are you trying to start Licq as a different user? If so, you'll have
to allow other users to use your display. Look at the manual for xhost
to learn how to allow other, or all, local users to run programs on
your display.
